NEW UNION COUNCIL OF MINISTERS

President Sh. Ram Nath Kovind made several appointments in Union Council of Ministers on 7th July 2021. Some heavy weight ministers like Dr. Harshwardhan, Ravi Shankar Prasad, Prakash Javdekaar, Santosh Gangwar etc. have been dropped, while some new entrants are Jyotiraditya, Scindia , Giriraj Singh, Ashwini Vaishnav etc. The Council of Ministers is of two tier having Cabinet ministers and minister of states. No minister have been awarded the status of Deputy Minister.

A new ministry with the name Ministry of Cooperation has been made and Home Minister Amit Shah will also have charge of this ministry. New education minister is Sh. Dharmendra Pradhan and Law and Justice Minister is Sh. Kiren Rijiju and new health minister is Sh. Mansukh L Mandaviya instead of Dr. Harshwardhan.

Ministers are appointed by President on the advice of P.M. The Portfolios (Departments) of ministers are allotted by President on the advice of P.M. The Portfolio of a minister can be changed by President on the advice of P.M. A minister can be dismissed from Union Council of Ministers by President on the advice of P.M.

Maximum size of Union Council of Ministers including PM can not be more than 15% of the total strength of Lok Sabha i.e. 15% of 543 = 81. The oath of office and Secrecy is affirmed by President. PM can submit his resignation to President, Similarly a minister can submit his resignation to the President. PM and Ministers must be a member of Parliament. President can also appoint a person as PM or minister who is not a member of either house of Parliament but in that case PM or Minister must attain membership of either house of Parliament within six months.

Union Council of Minister is collectively responsible to Lok Sabha. Council of Ministry can function as long as the same have the confidence of Lok Sabha. The resignation of PM means resignation of whole Council of Ministers.
