US Envoy Sergio Gor Calls Jammu & Kashmir an Integral Part of India
● US Ambassador to India Sergio Gor visited Srinagar, Jammu & Kashmir, on 19 August 2026, in his first visit to the Union Territory since assuming office.
● During the visit, he described Jammu & Kashmir as an “important part of India” and indicated that the US would reconsider its travel advisory for the region.
US Travel Advisory -
The United States currently places most of the parts of Union Territory of Jammu & Kashmir, under a Level 4 “Do Not Travel” advisory because of concerns relating to terrorism and civil unrest. However this advisory is not applicable to the Union Territory of Ladakh. Gor suggested that Washington would reconsider its travel advisory in view of the improved security situation. However, this does not mean that the advisory has already been withdrawn or officially downgraded; any formal change would have to be made by the competent US authorities.
Background and Security Context - The visit comes after the backdrop of the Pahalgam terror attack in April 2025, which significantly increased tensions between India and Pakistan. India subsequently launched Operation Sindoor in May 2025 against terrorist infrastructure. Since then, security, tourism and restoration of normalcy in Jammu & Kashmir have remained important areas of focus for the Indian government.
Meeting with Chief Minister Omar Abdullah - During his visit, Gor met Jammu & Kashmir Chief Minister Omar Abdullah. The interaction provided an opportunity for both the counties to discuss developments in the Union Territory and broader India and US engagement. Such high-level diplomatic contact is significant as it indicates increasing international engagement with Jammu & Kashmir.
Diplomatic Significance - Gor’s remarks are important for India because they reinforce the country’s position regarding Jammu & Kashmir. At the same time, the development is diplomatically sensitive because Pakistan continues to describe Jammu & Kashmir as a disputed territory and has objected to statements that recognise India’s position.
Constitutional Background -
In August 2019, the Indian Parliament approved the reorganisation of the State of Jammu & Kashmir into two Union Territories - Jammu & Kashmir and Ladakh with effect from 31st October, 2019. The Supreme Court, in its December 2023 judgment on Article 370, upheld (maintained) the constitutional validity of the Union government’s actions relating to the abrogation of Article 370 and division of State of Jammu and Kashmir into two Union Territories.
